Ed Thompson, brother of former Governor and U.S. Secretary of Health and Human Services Tommy Thompson, discusses how the diagnosis of Stage Four Pancreatic Cancer has changed his outlook. Thompson was diagnosed last September while campaigning for the Wisconsin State Senate, effectively taking him out of the race (which he only lost by about one-half of one percent of the votes cast). Recorded on June 17, 2011, many of these remarks were shared a month earlier when Ed addressed the Coalition of Wisconsin Aging Group’s annual convention in Madison as they awarded him “humanitarian of the year”. It was his first speech since before last fall’s election.

Bring your fishing gear, a dish to pass, your knowledge for the 3rd Annual Potluck Picnic and Awareness Day to promote the Free Fishing Weekend in Wisconsin and for members of Northern Wisconsin NORML to enjoy fellowship together during this project. Our venue is Playground Park on the Dartford Mill Pond in Green Lake, Wisconsin. The park will come alive Sunday morning June 3th as Northern Wisconsin NORML, statewide activists and supporters for the reform of marijuana, cannabis and hemp laws gather to celebrate and create awareness for free fishing weekend.
The Wisconsin Department of National resources allows residents to “Fish for Free” the first weekend in June, where no license for in state or out of state residents is required to angle. The DNR provided lead-free lures, stickers, literature, and a variety of fishing related giveaways as part of the state wide fishing day. Local fishing clubs and merchants also donated time and resources to bring this day together in 2010, 2011 and also this year.
Event Organizer Jay Selthofner had this to say “Every year this is one event that supporters ask if we are doing again. Not only is it a great way for marijuana reformists to be witnessed in a different light, the event usually draws a diverse group of participants. New friendships are formed and it has become a great networking opportunity, as well as a very non threatening way for people to find out more about our organization. Although the event is not geared towards marijuana reform or education on the topic, the chapter consistently is asked questions and serves as a resource base of information for citizens. This year we plan to have our ‘mobileNORML’ awareness vehicle on site and plan to promote the upcoming Hemp History Week (June 4th-10th). Of course we also try to incorporate using the hemp cannabis seed, or nut, in at least one potluck picnic dish. The main activities include fishing demonstrations, tips from experienced anglers, a tackle box review, knot-tying demonstrations, casting and assistance for first time anglers. HR – 2306 ‘The Ending Federal Marijuana Prohibition Act of 2011’
WASHINGTON, DC – Rep. Barney Frank (D-MA) and Rep. Ron Paul (R-TX) introduced bi-partisan legislation on June 23, ending the federal war on marijuana and letting states legalize, regulate, tax, and control marijuana without federal interference. Other co-sponsors include Rep. John Conyers (D-MI), Rep. Steve Cohen (D-TN), Rep. Jared Polis (D-CO), and Rep. Barbara Lee (D-CA) [Rep. Jim McDermott (D-WA) signed on after initial release]. The legislation would limit the federal government’s role in marijuana enforcement to cross-border or inter-state smuggling, allowing people to legally grow, use or sell marijuana in states where it is legal. The legislation is the first bill ever introduced in Congress to end federal marijuana prohibition. Leading critics of the war on marijuana explained its significance for state and national marijuana policy at a national tele-press conference
The legislation also comes on the heels of the Global Commission on Drug Policy, which released a report on June 2 calling for a major paradigm shift in how our society deals with drugs, including calling for legal regulation of marijuana. The report sent a jolt around the world, generating thousands of international media stories. The commission is comprised of international dignitaries including Kofi Annan, former Secretary General of the United Nations; Richard Branson, entrepreneur, founder of the Virgin Group; and the former Presidents of Brazil, Colombia, Mexico, and Switzerland. Representing the U.S. on the commission are George P. Shultz, Paul Volcker, and John Whitehead.
Supporters of for the reform of the current marijuana laws are gathering for a peaceful demonstration calling for our leaders in Wisconsin to join in the coalition of forces working to change our our approach of criminalization and abandoned and replace the the ‘war on drugs’ with a more sophisticated and cost effective program of rehabilitation, such as the one in Portugal.

Selthofner had previous been active in Madison, spending several months lobbying the state capitol (featured in the closer video) for the Jacki Rickert Medical Marijuana Act and other issues he unearthed in his field work as a director with Is My Medicine Legal Yet and The National Organization for the Reform of Marijuana Laws. Selthofner sang, not nearly as well as SMOKES and with slightly different words “This ain’t Hollywood boy, this Ripon. When you hear the voting, somebody is getting elected.” But Selthofner explained “that during late night blog sessions and multitasking for the campaign, it is necessity to have a variety music to listen to. SMOKES has a unique style and collaborates well with others well. Wisconsin entertainers are part of our economy also. We need to support our creative economy and my proposals to legalize marijuana will only enhance opportunities for everyone. In my opinion, this type of decriminalization effort should have been the first marijuana reform bill submitted after the Republicans gutted everything marijuana reform from the budget. This is not new for the elephants in the room and it may not all be politically driven as some of these people just hate marijuana.
It is obvious this year the Republican leadership hates marijuana. Leadership rejected and killed any marijuana reform, even the bills vetted and approved by their own Republican caucus (medical marijuana SB 683 / AB 750).
Republicans have been killing marijuana reform since taking control over a decade ago. Back in 2013 when the public defenders office put together a budget proposal to save tax payers money and could have prevented hundreds of thousands of arrests by simply decriminalize small amounts of marijuana. The Republicans that year denied the budget cut request and have held hard onto the just say no mentality.
This new decriminalization bill was introduced late in the session and failed to attract even one Republican co-sponsor yet. The 2017 bill was basically the same wording, same bill and again the lead Assembly author was a Republican, Rep. Adam Jarchow (R-Balsam Lake). Jarchow is no longer an elected rep, but there are five other GOP cosponsors from the 2017 bill that are…. and two of them are now Republican Senators, Kathleen Bernier (R-Lake Hallie), Reps. Joel Kitchens (R-Sturgeon Bay) Dale Kooyenga (R-Brookfield), Paul Tittl (R-Manitowoc) and Michael Schraa (R-Oshkosh).
So far, this bill, this session, has only attracted Democrats: Goyke is co-author and co-sponsors are Shankland, Considine, Kolste, Sinicki, Crowley, Gruzynski, Brostoff, Subeck, Anderson, Bowen, Spreitzer – Senate co-sponsors are Smith, Taylor, Larsen.
RE: Co-Sponsorship of LRB-5228 relating to: possession of not more than 10 grams of marijuana and providing a penalty.
In the last decade, 161,016 arrests were made for simple possession of marijuana. Comparatively, there were 19,190 arrests made for possession with intent to deliver.
The burden placed on local resources, from police focus, man-hours for arrests, paper work, and court appearances, to the court system dockets and public defender costs, would be much better spent on serious, violent crimes.
Like other common substances consumed by adults – alcohol, psychoactive caffeine, etc. – we recognize morally that the victimless crime of imbibing is itself not illegal. We do still hold individuals legally responsible if they should commit crimes while under the influence, as we should.
However, because marijuana is illegal on the federal level, this bill does not legalize marijuana. Instead, it reduces the penalties for possessing negligible amounts. This will act to relieve the financial burden the state and local law enforcement dedicate to marijuana possession, and open up resources for the enforcement of more serious crimes.
When someone is jailed or convicted of a felony for possessing a small amount of marijuana, it affects the rest of their life and makes it very difficult to gain employment. This adds further burdens on our criminal justice system, and makes it harder to businesses to employ qualified workers who have criminal convictions. There are no winners for aggressively enforcing simple marijuana possession.
Current law prohibits a person from possessing or attempting to possess marijuana. A person who is convicted of violating the prohibition may be fined not more than $1,000 or imprisoned for not more than six months, or both, for the first conviction and is guilty of a Class I felony for a second or subsequent conviction.
This bill reduces the current penalty to a $100 forfeiture for possessing or attempting to possess not more than 10 grams of marijuana and eliminates the increase in penalty if second or subsequent violations involve not more than 10 grams of marijuana.
